For DA2 DLC: Exiled Prince gets you another companion. Mark of the Assassin is more for fun, and related to the Redemption web series. Legacy is important to DAI and can make part of DAI a bit confusing if you haven't done it. For DAI DLC: Jaws of Hakkon is fun and good for extra lore.In the end the solution was simple. Through the Origin client, I went to 'My Games', then right clicked Dragon Age 2 and selected 'View Game Details'. There you will find a list of DLC, and if you've already brought Legacy or any other othe Dragon Age 2 DLC, you will have an option to download it.
Yeah, Exiled Prince is a good one to start immediately--though you don't get the companion until the start of Act 2. As for MOTA and Legacy--I think they both best take place in Act 3. The plots of both somewhat depend on Hawke being popular, and Act 3 is pretty barren anyway. Seconding act 3 for the dlc.
